Agreements were reached with...

"Concertar espacios" es una expresión vacía/hueca en español. Convendría mejor decir: llegar/alcanzar acuerdos.

We managed to reach a concertation of interests among representatives

concertation: cooperation, as among opposing factions, aimed at effecting a unified proposal or concerted action.

It was possible to set (the) ground / lay the ground / lay the basis (?) for … (see below for more)

OR: … representatives managed to agree on the ground rules as to how to develop a plan …

OR: … representatives managed to create a setting for …

OR: ... it was made possible for representatives to ...

Honestly, I’m not very happy with “it was possible,” so if you could expand the context a bit to let us know who was behind this endeavor, I’d consider rephrasing this option to make it sound better, something along these lines: “X. managed to lay the ground for …”

KUDOS to the winning Answerer! This is exactly what I was driving at—to avoid the passive voice—when I asked the Asker to let us know WHO managed to agree! You’re welcome ;)

I was thinking THEM, though, rather than US. ;)

Hello ViBe: Thank you for your suggestion. Well, actually it is the only context I have but as I see your suggestion will be useful.
