memoria de gobierno

Social Sciences
History
Government; Historiography
From a scholarly article about late 18th-century Spanish colonial trade with Peru, this phrase is used for a primary source quoted in the text:
En su ***memoria de gobierno*** de 1761, el virrey del Perú conde de Superunda afirmaba que, gracias a los registros sueltos, "al presente visten exquisitas sedas los que no podrían hacerlo en otra constitutición."
The title of the work cited sheds some light on its nature: Relación y documentos de gobierno del virrey del Perú, José A. Manso de Velasco, Conde de Superunda, 1745-1761.
It appears to be something of a cross between a personal memoir and official government archives. I imagine that keeping such records was a common practice, and there must be a standard English term for such records, so I'm asking not for Google hits but for expert knowledge, please.
My inclination is to write either "in his government memoirs..." or "in a memoir of his administration...".
Thank you in advance for your time and suggestions.

: Me parece que la palabra Memoirs debe estar, ya que en esa época se escribian "memorias" con la idea de pasar a la posteridad... tal vez "Memoirs of my Governmetn" lo aclararía un poco más...

If he left the government in 1761, I would assume that this is a report, for these reports tend to be srawn up at the end of a term and not during it. This is my impression anyway.
By the way, "memoria" also means "report".

Note from asker:
And "memoria al rey" can be a petition. I liked your option--would have been my second choice. Thanks, Margaret. |

I tried to look to see what contemporary U.S. presidents wrote but could only find "A compilation of the messages and papers of the presidents"

Thanks, Deborah. I think that's exactly what it is, but the phrase is too long for my context. I needed to bounce this around with colleagues, so the discussion was a big help! |

Viceroy's Government Report
A "Memoria" is usually a formal report. From the following quote found thanks to Google (sorry!) the writer avoids the translation, referring to "memoria" in English, but it can be seen to be an official recitation of the "state of the nation".
The second quote refers to "the Viceroy's report for 1793", and your own text mentions "la memoria de 1761" which to me indicates that this is an annual report required from the Viceroys.
In the 1754 viceregal census, there were 639 “caciques y principales” in the Diocese of Cuzco, yet only 29 of them
were located in the Cercado. (footnote 73)

drawn from the memoria of Viceroy Manso de Velasco, Conde de Superunda, also available in the edition by Alfredo Moreno Cebrián (ed.),

official journal
How about this? Like a diary, but a public record?
Note from asker:
Thanks, Phil. I appreciate your input. So many options that would have worked! I wish I knew more about the physical form of the work. |

I think you've probably misunderstood what "journal" means in English - otherwise you'd know that this is one of many possible translations. It's a personal record of each day's events, after they happen.

governmental memoir
I think you should definitely keep "memoir" (highlighting the autobiographical nature of the document)
Note from asker:
Thanks, Lina. I appreciate your confirmation of my own feeling, that "memoir" needed to be part of the translation. |
