¿Alguien tiene una buena solución para esta palabra que aparece dos veces en el texto a continuación? Aclaro que es un decreto Argentino que data de 1826, así que debe tener más que ver con iluminados que con iluminación. ¿Sería "cultura" "educación" ?

The DRAE dice: 16. f. pl. Ilustración, cultura. El siglo de las luces. Hombre de muchas luces. So, I think this might work for the first and perhaps just "influence of leaders" for the second.

Might do for the second at least. Also sounds dated enough. I'm thinking of the 'Manzana de las Luces', which could be called an 'educational centre'

I think you could use one of these in your context. They refer to people who enlighten or influence others, and would fit in with a document from your period.
