@John - It would be useful to know if ...the author uses 'cuadros' elsewhere in a way that its meaning might be more transparent. In this context, the best translation might be one that suggests a slight difference between the two terms. @Wendy - Are there other examples of this word's use?

@Marcelo, you might be right on that, but it seems to me that in the context "organizaciones de cuadros" o bien "organizaciones de élites", tienen una proximidad conceptual muy marcada. Podría ser como indicas, "organizaciones de cuadros (militares) u organizaciones de élites", pero si estamos hablando de la época de Bolívar, Santander, o del general José de San Martín, libertador de Argentina y otros países... entonces, "élite" y "cuadros (militares)", no creo que representen una diferenciación crucial.

If the parties of the masses were truly replaced, then the 'cuadros' would be more like the (powerful) 'party bosses' than the rank-and-file (who would be included in the masses).

This meaning of 'cuadros' is consistent with definition 5 below:
