counter the trend which has created so much tension

The great challenge in Latin America and the Caribbean should be to try to counter the trend which has created so much tension in the democracies in the region: the growing gap between the rich and poor.

Alternative: counter the trend which has been responsible for so much tension.
(Just trying to be as idiomatic as possible in English.)
