Entiendo que aquí "esbozar" no se refiere a la redacción de documento alguno (sin perjuicio de que, por otra parte, alguno lo haya sido), sino al modo en que se hizo.

De ahí "tentatively" - al igual que un esbozo - para ver como queda, sondear la reacción, dar los primeros pasos, etc....

Lo digo porque los militares evidentemente no se han lanzado a una disculpa masiva y convencida sino todo lo contrario. Ir más bien \"probando el terreno\" para ver hasta qué punto habían de ceder y responder a las presiones contradictorias dentro de las mismas fuerzas.
