Everytime I have to deal with the word "Rioja", my mind does several somersaults. Do I (in English) preserve the article in translating "Ley 1/2003, de 3 de marzo, de la Administración Local de La Rioja"? Target readership is an international working group on local governments.

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

OK thanks! I had the same gut feeling. This is different from the adjectival use (Rioja wine), or simply "I'm going to ..."

La Rioja

La Rioja is a region in Spain and you should preserve the name in Spanish as a proper name. The article is part of the name and it should appear as such.

La Rioja

My undertanding is that the name of the geopolitical unit is, in fact, La Rioja. This is not unique to this specific case, as it also happens with "The Netherlands" (you can call it Holland, but not simply Netherlands" [Los Paises Bajos?]) and The Hague.

I would leave it "untranslated".

regional government of La Rioja (or in caps)

I think this should be clear to everyone. Some mini-nationalists might object to the use of the word 'regional' but as this is for foreign consumption it should be okay.
