un antejuicio es siempre una vista previa para ver si se presentan cargos penales pero:

El antejuicio de mérito es un procedimiento especial establecido para proteger a los altos empleados públicos de acusaciones infundadas o temerarias que puedan perturbar indebidamente el cumplimiento de sus funciones. El ‘antejuicio’ debe determinar en forma expedita y simple la existencia o inexistencia de los ‘méritos’ para iniciar el juicio. La Constitución establece en su articulo 266 que la Sala Plena del Tribunal Supremo de Justicia es la competente para declarar si hay o no mérito para el enjuiciamiento de cualquiera de los Magistrados que la componen.

The Inter-American Commission on Human Rights of the OAS translates this concept as ""preliminary judgement of merit proceedings"
"These provisions include the requirement for a preliminary proceeding on the merits (antejuicio de mérito) for high-ranking officers of the Armed Forces prior to starting any investigation into a crime"
