Spanish to English Law/Patents Finance (general) tender contract

This is the title of an appendix in an Administrative Specifications Sheet (Pliego de Cláusulas Administrativas Particulares) for a tender to contract hospital construction and management via concession in Spain.
All bidders need to provide a provisional bank guarantee, then the selected tender needs to come up with a definitive bank guarantee.
I have found many of these models in Spanish on the Web, but I am hesitant to try to piece it all together.
