Without more context, I imagine it refers to a 'two-way' switch which is commonly used, for example, to enable someone to switch a light ON at the bottom of the stairs and switch it OFF when they've climbed to the top, or at each end of a long dark corridor.

2-stroke mains switch
Merely guesswork. 2-stroke usually refers to internal combustion engines, so if the power supply runs off a 2-stroke generator, this seems to be a likely candidate.
