Yes, Robert. There may be mistakes in the Sp text, though it was issued by an important University. I got the same impression.
As for the brackets, I wanted to give context but focus on that part of the sentence.

Por allí van los tiros, no obstante se puede expresar de varias formas parecidas....
Example sentence:

All staff ... are fully qualified in activities that they're involved in.

...members of staff qualified in activities such as hockey, outdoor activities...
