I think it means groups formed to advocate, agitate for, a specific theme or issue, usually in a socio-political context. Quite a few South American texts on the net use the term in the context I suggest.

I like this option for brevity, but you could also use the longer 'organized activities in their communities'.
I don't know if this is it, but it struck me as an option just from context.
You may have already seen that the only hit for this if you google search it with quotes is some educational boilerplate that doesn't fit your context. Good luck!
