regional fiscal flows

the variable that causes the transfer to be made/that is the cause of the transfer
The variable is used here as the intrinsic cause rather then simply the 'representative' code, which is allocated to a sum of money that will be deposited in a particular account (perhaps regional or national?) according to the code, is equated with the variable in the sentence, suggesting that the variable is somehow the intrinsic cause. To say that it is 'through the variable' that the transfer is made seems slightly questionable.

apologies for the explanation which is a little confusing as I've repeated intrinsic cause a couple of times... (whoops) what I am trying to say is that the text suggests that 'the variable' describes the actual cause and the code is added, hence the idea that the variable is the cause of the transfer
