Note to Vytas: While both glass and steel may be used in combination with flagstone, I have not run across any material known as "glass flagstone" or "steel flagstone" in my experience as either designer or builder. Steel plate and Plate glass, on the other other hand, are available worldwide.

Then you think it would mean glass flagstone too? :/ Kind of weird. I think it's probably related to some kind of block structure, like those double glass windows for thermal insulation, but I'm not sure. Besides how should I understand acero en lastra?

It's a construction material, not related to the radioelectronic field. The list I mentioned includes such materials as hollow brick, solid brick, polyestirol, pine and such. It speaks about the thermal conductivity of these materials.
And it's "en lastra", not "lastre"
May be you have some other ideas? I'm a native spanish speaker and cannot guess what does this mean. Besides i haven't found it used on the internet.

Are you sure? Then why don't they write simply glass or steel? The thermal conductivity would be the same.
For now it's the most probable answer, but I'm not really convinced, because as I mentioned it would be more logical to call such materials simply glass or steel when speaking about their thermal conductivity.
