'Por cuanto el funcionario que suscribe el escogido por los contrayentes, para presenciar el acto ha decidido autorizarlo de acuerdo a lo establecido en el artículo 69 del Código Civil, se declaró abierto el acto y la secretaria, dio lectura a los artículos del código civil, que trate de los Deberes y Derechos de los cónyuges.'

I'm having problems piecing this sentences together. Is it basically saying that the official gives permission for the marriage to take places, having read all the applicable legislation, etc?

The punctuation is haywire and the phrase has been mangled in the ST. The normal formula is "habiendo sido el funcionario que suscribe el escogido por los contrayentes para presenciar el acto", which makes sense, but in the ST's version "el funcionario que suscribe el escogido por los contrayentes" is nonsense.

Totally agree Notaries and public officials are usually obliged to read out the document, deed etc. in full before anybody signs it. They would not have to read out the entire Civil Code, only the relevant Article.

Yes, this is normal Notary behaviour. If you google 'notary' and 'read aloud' you will gets lots of hits relating to this.

Are they saying here that the civil code was read aloud by the secretary? Or I am totally off?

I'm fairly sure this is what it means and that the comma is in the wrong place.

'Por cuanto el funcionario que suscribe, el escogido por los contrayentes para presenciar el acto

The official who signs below, chosen by the spouses to witness the act, has chosen to authorize it in accordance with the provisions of article 69 of the Civil Code...
