Presuming text is Venezuelan! V strange, because the full sentence would read:
This document is not valid unless it carries an unused tax (duty) stamp of 50 Bolivar face value instead of 5 Bolivars.
Can only presume there is a mistake there, and that the stamp should in fact have been cancelled.
We used to call the currency "Bs", but obviously in a formal context, the correct word would be Bolivar in English (and here the Bs is simply the Spanish abbreviation):

: as a venezuelan, I think this may be a case where the pre-printed "papel oficial" used to cost 5Bs, but the price increased to 50Bs, and therefore requires a cancelled stamp

I think 'instead of' is fine, but 'rather than' sounds a little more formal to me. By the way, I'm not sure 'inutilizado' means not used, but franked.
