From a Mexican sustainabilty report under the heading Awards and Distinctions:

XXX fue reconocida por la STPS como “Empresa Laboralmente Responsable” y recibió el “Reconocimiento por su bajo índice de siniestralidad en Plantas”, otorgado por el Sindicato Nacional Minero Metalúrgico FRENTE.

It seems fairly common in Spanish but I can't find any equivalent in English.

Occupationally Responsible Company?
