Žene su apsolutna većina među svima zaposlenima bez statusa (BS – 81,4%), na određenim dužnostima (OD – 77,2%), a nešto više od polovine su među onima na posebnim dužnostima (PD – 56,4%). Podatak da je najviše žena zaposleno sa statusom PD, OD i BS govori da one i dalje uglavnom obavljaju administrativne, logističke, analitičke i druge poslove u funkciji podrške policijskim poslovima. Najveće učešće žena je u sledećim organizacionim jedinicama - za ljudske resurse (65%), upravne poslove (86%) i poslove analitike i evidencija (49%). Gotovo da ih nema među vatrogascima. Žene čine tek 2,1% ljudstva u statusu posebne dužnosti-vatrogasci (PD-V).

I disagree with your disagree. Non-status is such a generic term that it can't hurt here and it's a better option than the ones presented above.

Mislim da ovde podrazumeva poziciju na poslu. Status bi podrazumevao - employee/worker/self-employed

: what this piece of internal jargon could mean exactly is far from obvious, but this meaning is extremely unlikely! If I needed to translate this, I would have been on the blower ages ago badgering all potential sources to get the meaning first ...

Only someone working in the admin services of the police can explain what it's supposed exactly to mean;
otherwise you won't go very far - about as far as trying to translate "proizvodnja posebne namene" if you don't know what it is exactly.
