be coy

...were first coy and playing hard to get...

Coy - pretence of shyness, uncertainty, or unwillingness to say much, often in order to increase interest in something by keeping back information about it

Playing hard to get means being coy and vague about your interest…

a tease / to play hard to get

femkati - tease in this context as a noun not a verb
tvrditi pazar - to play hard to get

At the local level, this party (I'm assuming this is a typo in Serbian?) first played the tease then hard to get [just] before the elections ...
Peer comment(s):

neutral Daryo : a "tease" would actively provoke interest (= napaljivati) while "femkati se" is passive - avoiding a clear answer // two different types of behaviour.

act like (/ be) a choirgirl

a neutral version would be "pretending to be uninterested" / "avoiding any response"

A more sarcastic version, slightly different from "femkati se" but would be a good fit:

prvo (su se) femkali i tvrdili pazar pred izbore
=
first they acted like (/ pretended to be) a choirgirl, then started haggling hard just before the elections / the voting date
