Here's the difference between law enforcer and правоприменитель: The Constitution does not say that the President shall execute the laws, but that “he shall take care that the laws be faithfully executed,” (i.e. the President is a law enforcer)

Simon, where's the context?!!!! Most of the Russian legal references refer to правоприменитель in the context of courts (Judiciary). In some cases, it's Tax Authority, Police, etc. You need to see what fits your context.

Ok, правоприменитель, is BOTH Judiciary and Executive branches of the government, i.e. those who have to IMPLEMENT or USE laws in their decisions. Исполнительная власть и суды то есть. :-)

Ваше право не согласиться, уважаемый Евгений. Только у вас очень узкое понимание правоприменителей и правоприменительной деятельности. Все государственные органы в России, которые издают указы, например, являются по определению правоприменителями.
