Нет, здесь Hb это не твердость по Бринеллю, которая не измеряется в миллиметрах (см. последнее предложение). Hb здесь - диаметр отпечатка пробойника, измеренный при определении твердости по Бринеллю. Сама твердость по Бринеллю в отчете не указана.
