Этот вариант чаще всего встречается в американской мед. лит-ре. "Фон" -- это фенька отечественных психиатров. Как тут правильно уже сказали, он -- "для красоты". Поэтому не надо никакого baseline и background. Во всяком случае, я бы не стала их добавлять.

Я полагаю,что надо просто охарактеризовать настроение-постоянно сниженное,подавленность.Насчет эмоций-они бывают положительные и отрицательные, есть выражение"эмоциональная тупость" или "эмоциональная притупленность".Но это значит, что человек не радуется, но и не огорчается, не смеется- но и не плачет.Мне кажется,что надо четко указать- подавленное настроение( а фон- это для красоты ).
