To Konstantin Kisin Your term is right too, bot I can't use word "authority" in differnt meaning within same paragraph (there are three times "����� ���������" and two times "��������"). Therefore your advice to rephrase is very useful.

"Competence" here does not mean ability to cope, it means the extent of the authority granted to the local authorities in question.
