The sentence is from a letter from the Russian ambassador in France, dated 1939.

И, конечно, "великой" и "благородной" России это как-то поваднееи легче проделать, чем маленькой и так сильно "подверженной давлению общественного мнения" Румынии.

First of all, these are two words, поваднее и. Secondly, поваднее is a comparative degree. Повадный is an old Russian word, manageable is the closest I can come with (based on the context).
