I can't seem to find the term in any dictionary. Please help!

Очень-очень некрасивый, но распространённый термин:
"Ailhal GOK came up with $347.6 million worth of rough. Together with ALROSA’s Yakutniproalmaz research institute it will conduct a trial of “dry” concentration method for out-of-balance ores, according to Nichiporuk’s statement, while construction of the underground mine Aihal will continue."
"Exported uranium ores and their processed materials (uranium concentrate, terrace out-of-balance ores, tailing storage) are to be accounted under the order, established by the Cabinet of Ministers of Ukraine."
Тексты по геологии это конечно ужас, любой термин стараются своим сленгом заменить:). Ну а "опоисковывание" до сих пор google нигде не встречал...

Dave, thanks for another translation. I had seen it, but had not used because of the "запасы" word. Term "оруденения" comes from "руда", or "ore".

забалансовый is a term used for economic/accounting purposes, meaning reserves/deposits not technically or economically feasible at present.
балансовый refers to in-place (Russian geologicheskii) or recoverable reserves.
Commercial (kommerchiskii) reserves refer to categories A+B+C1 reserves combined (I won't given the "definitions" of these categories - too long).
Perhaps you could use "recoverable uranium content within presently economically/technically unrecoverable mineralization...
