for reasons of natural environment and geography
If you read this sentence as a whole, you see that it could be written very nicely without the cumbersome "because of the ... conditions".

Based on Dmitri's observations, it seems that "for reasons of physiography" would also be an option, though I'm still not sure that природно-географический doesn't also include climate, even if that's not spelled out in this particular sentence.

: too complicated

Why complicated? It's simpler than, say, "because of the natural and geographic conditions". As for physiographic, doesn't природно- subsume also climate & hydrology? If not, i.e., if природно-геог. is only the land slope, etc., then physiographic is OK.

physiographic

So my suggestion is: ....is critical due to local physiography. The context does not directly mentions climat. Moreover, it implicitly indicates local geomorphological and geological features what is collectively called "physiography"in American Geography and Env.Scences. This is issue is due to a traditional difference between the Soviet Geography School and American one. American geographers and environmental scientists tend to be more specific. In contrast, post-Soviet geographers tend to use broader definitions.

: (Changed my vote, though would like to be more sure about definitions)... BUT - does природно-географ. include only the things in the "physiographic" definition, or also climate and hydrology? If the latter, I think you'd still need "natural environment".

The text mentions "многочисленные водотоки, сейсмические разломы и крутые склоны" (numerous waterways, seismic faults, and steep slopes). Therefore, it deals basically with local relief features what environmentalists and geographers call physiography.
