"to bring in more qualified employees in order to pick up the gap at breakfast "???
These are a list of very disconnected phrases and sentences, so I am not sure if any more context would help, but the responses are generally based on workplace situations and the staff.

Discussion
Staff/workers is interchangeable. Any company, restaurant whatever has a staff. However, I don't consider this the difficult part in this translation. What I find more interesting is the phrase "a ridica saltul," for which I don't claim to have a clear solution given the vague context.
