Yes, bem or bens = good or goods, no problem, but the 'good object' or 'object good'. I'm not comfortable. See the full phrase below:

"objeto de" I usually translate by making a verbal form out of what follows the "de". Other options are "subject to", "under" etc.
BUT in your case, I would put it like "The local content of the goods acquired/rented/hired for temporary use shall be measured by the Local Content of Goods formula ("CLb") applied to the specific Activity/Contract/Agreement."
The CLb is an official formula created by the National Petrol Agency (http://www.slideshare.net/Victorslideshare/cary-4712707) ("ANP") and is stated in percent according to the quotient of the following:
(total commercialization value of a good - excluding IPI and ICMS taxes MINUS the value of its imported portions)
DIVIDED BY the total commercialization value - excluding IPI and ICMS, calculated according to the Local Content Portfolio methodology.
In your case the "Conteúdo Local de Bens para Uso Temporal" is a specific formula itself (CLa) that is calculated by applying the CLb to the value of the contract according to which the use of the good is determined.
