@Gilmar Point taken. But it seems to me that most of the rest of the language in the document is more rather than less formal, and that my suggestion would therefore be more in keeping with the general tone.

@ Robert Note the register of the source text. In my opinion they used more of a colloquial one. If they wanted to be formal and use what you refer to "as the most appropriate language in written manuals of the kind you are translating" they would have MEDIDAS PREVENTIVAS INTERNAS.
