Exactly, Matheus. "Agency" is used in this selfsame way in English. For example, a sentence like "You need to make sure that the workers in the factory have agency," does make sense, and could be used here, although I think it is rather formal.

It is possible of course to use "agency" here (I indicated this in my answer). The issue comes down to whether the translator is confident that the target audience will actually understand "give the students agency..." better (cont'd in discussion box)

: Some definitions: agência=capacidade de agir; Empower=give power to do sth (good); ownership = accepting responsibility for sth and taking control of how it develops (different concept). Responsibility relates to agency, but it's not the same thing, IMO.
