Nie ma problemu z identyfikowaniem... problemu. Polski oryginał nie jest tu chyba w najlepszej językowej kondycji...A tak na marginesie język angielski w takich przypadkach preferuje stwierdzenia pozytywne raczej. Na przykład zauważyłem, że Polacy często piszą "nie spóźnia się do pracy", a w opiniach amerykańskich raczej się stosuje określenia typu: "is very punctual". My two cents' worth...

Najpierw myślałem, iż jest to cover letter, a cover letters jest lepiej pisać od zera niż tłumaczyć. Później dałem GET TO THE BOTTOM OF A PROBLEM, SCRUTINIZE PROBLEMS AT THE CORE oraz IDENTIFY THE ESSENCE OF A PROBLEM. IMO, te trzy można wykorzystać.

chyba "on the spot" tu nie pasuje i jest nadinterpretacją kontekstu, bo zdaje się - chodzi tu o generalną umiejętność radzenia sobie z problemami, a kiedy i gdzie się problem rozwiąże - nie ma o tym mowy

Można też dosłownie: "easily identify the essence of a problem... with ease. Podam jako dodatkową opcję.

To nie jest cover letter, ale ocena kilku kandydatów w formie tabeli, opis różnych kompetencji, takie obserwacje

Hm, pod tym kątem właśnie zamieściłem moje sugestie. W ogóle cover letters to próżna gadanina. Ja w tym wypadku dałem określenia często stosowane w listach motywacyjnych.
