The following appears in a paper regarding the Semipalatinsk nuclear test survivors.
What does '一定配慮して' mean in this context?

(to give) some consideration to
What the author intended to say is 一定の配慮をして.
Hence, it means "to give consideration to a certain extent" to (the victims in) the area outside of the 「放射性降下物による汚染領域」. I would use "to give some consideration to" as it is shorter.
