Since this is apparently from a newspaper article rather than a technical journal or the like, it would be appropriate to use terminology that is readily understandable by the casual reader.

In this case, I would translate it something like, 'Despite the continuing hot summer there is spare power supply capacity.'

agree Jean Deklerk : "spare capacity" is the term I would use for 「余裕」here. In addition, unfortunately the English in the paper cited by Harry has many mistakes in it. Not all academic papers are equal.

Thanks. Yes the cited paper is obviously a translation from presumably Chinese, so needs to be read and cited with care.

agree Mami Yamaguchi : As Jean says, An English term equivalent to'余裕’here would be spare capacity. The term is often used in the stories about Tokyo Electricity Power Company as their titles.
