In the website you provide, I see that both 2001 (Heisei 13) and 2002 (Heisei 14) had 2 deaths occur, so there was "no change" in the numbers of deaths for these two years. (The number of deaths was the same.) Therefore, it can be said that there was "no change versus the previous year."
