Tightening
Considering that the other term is 仮締め, this simply means tightening it down so that the screw is secure (increased tightness) as opposed to "temporary tightening" in which the screw is in the hole but not to the point that it is secure. When I first came across it in my workplace, I also thought this meant something more, but basically, it's just tightening until the screw is all the way in and to a certain torque.

After reading the context, it seems that the screw is to be tightened to a definite extent, and shift in the position of the mark from a reference point is the indication of its loosening
