It is not part of the name _in English_, which is what matters here, and is usually not used when referring to the group in Japanese either. The name that will be commonly used is "日本計量機器工業連合会", or most likely "JMIF" (pronounced the Japanese way) as this page seems to indicate: http://www.keikoren.or.jp/jmif/index.html. Although they probably have a short name that uses the Japanese characters too.

I don't really speak Japanese, but the Japanese KANJIs are almost all the same as Chinese Characters, since they came from Chinese, and Chinese and Japanese share many common legal terminologies.
