My dictionary says this means "No Protest".

Instructions given to a collecting bank not to protest a specific item in the event of non payment or non acceptance.

Not being familiar with the field I would have originally just broken the term down into 拒絶証書 and 不要 to get something like "Protest memorandum not required".
