It just means it could be in the range from 10 to 19億円.
I've included a link to ALC where the phrase 10数 is used. Sometimes people just go with 10, other times it's 10-odd. I guess you could translate this as "a loss of profits in the range of several billions of yen". Probably something smoother than that.

I've included a link to ALC where the phrase 10数 is used. Sometimes people just go with 10, other times it's 10-odd. I guess you could translate this as "a loss of profits in the range of several billions of yen". Probably something smoother than that.

Since the above number could be anything like 1.1 or 1.9 billion, maybe this would be clearer to understand.

Sorry, ur last part doesn't support your argument. Ten several hundred million does NOT equal to 2 billion. 2 billion is 20億。 Several hundred million would be 数千万 and if you multiply ten, the answer would be 十数億。As Mr. Suzuki pointed out below 6 Goo hits.

: 6 google hits is not a lot, and it sounds terrible. "one billion and several hundred million" is much better, but I still think that "at least 1 billion and as much as 2 billion" is fine since １０数億 is fundamentally a vague number.
