I came across this word when translating the paragraph about the electrostatic application test:
"Check for generation of arc and [到達電圧]."

Though not sure, I chose candidate translation:
"maximum voltage" and "achievable voltage"

I think this is referring to the voltage that was reached to cause the arc. Because the voltage should drop after that, maximum voltage essentially is the same thing. I have seen people say maximum attained voltage although it sounds redundant.
