The back ground of this sentence may be the governmental policy. In Japan, once students did not have enough freedom to chose public high schools. Later, the policy is changed to have more freedom. Still, each school need to have limitation of the students’ residence area, because of local tax. It is similar to the school district in US. Then, local government has to decide the student's resident area, because of the new rule, that is freedom of school choice. This portion is expressed as “からむ”. My suggestion for “からむ” is "related". Joe’s suggestion “necessitated” is also sounds good.

The phrase in isolation translates differently from the phrase in context with についても so the translation I've submitted is from the context of the sentence.
Even the question of how to choose a school district, necessitated by free school choice . . .has resulted in the wishy washy slogan "striving to exercise flexibility"

agree Timothy Miller : While I agree with most of this translation, my interpretation of 「にからむ」 is a little different. Maybe something more like "the zoning of school districts involving (taking into consideration) the freedom to choose one's school". Just another suggestion.
