辞書でも「仕様書」は通例複数形となってますが（Genius）、名詞が複数形となっている以上、文法的にかなうためには these/those specifications とならないといけないと思います。

少々ポイントのずれた書き方をしてしまいましたが、使うか使わないかでいったら、使わないことはない、使う用例もある、というのが答えになると思います。these/those specifications のすべての用例において specifications = 仕様書とは思いませんが、仕様書でなければならないものもたくさんあるはず。今は一つ一つひろい出している時間がないのが申¥し訳ないのですが。

Though your question is not very clear to me, but I assume you are asking whether we can use "this specifications".
I think "this specifications" is wrong usage. Instead you can use - "those/these specifications".
If you want to use "this" and "its", then instead of "specifications", you can use "specification document". Then you can use - "this specification document".

When the term 仕様書 refers to a document--the current document in particular--there is a strong tendency to follow legal practice and use upper case. When the term really means 仕様, however, use specifications.
The only case where I can imagine this specification (singular) used is in a paragraph referring back to a specific *requirement* (the word I would use): This specification/requirement is optional if the customer provides fences or other barriers. The reason should be obvious: a part never has one specification. Even if not specifically mentioned, there are also background requirements on dimensions, tolerance, etc.
