Without more context I'm really not sure - could it be that Company A is suggesting to periodically loan its pilot machines to outsourcers...
I'm reading 契約締結のうえ as 'beyond the (standard) contract' so the machine loan proposals would be included as long as the trial results on existing machinery go well.
