Ciao Sarah! Come siamo difficili noi italiani!

bring an action before the court

For 'radicare' I only find translations such as 'to root' and 'to take root' -- but in this legal context, I'm suggesting this phrase as a possibility.
Example sentence:

"The European Commission today decided to bring an action before the Court of Justice against Belgium for "

" Any heir of the debtor may bring an action before the court, with no time limit. "
