This term is used in reference to contracts that company X (an airline) holds with company Y (an airline services company -repair, logistics, etc.), which is a subsidiary of company X. These contracts will need to be modified upon a majority stake in company Y being sold to someone else outside the group as part of a restructuring plan. The contracts all concern services that company Y provides to its parent company, which is partly owned by the government. As in.... :-)

"passivo" here is in the sense of a liability or a loss. In Italian law, if you pay moneyin a contract (purchase something) it is "passivo" and if you receive money (sell something) it is "attivo"
