The "cantero" is the lavatory pan. I believe, but am not sure, that the "seggetta" could mean the lid of the lavatory pan, as the sentence further mentions that when lowered it should be at 4500 mm height from the floor. Can anyone help please? I would be very grateful

Nei due link che metto sotto trovi la definizione di seggetta, che come suggerisce il nome è una specie di sedia (per fare i bisogni). Se nel tuo testo si parla di abbassarla, può essere effettivamente il sedile, da abbinare appunto al cantero, vale a dire la tazza vera e propria.
