I am no expert in this field but as no-one has suggested anything I felt for you, and had a bit of time so looked at this! The term doesn't throw up anything on search and my dictionaies haven't helped - from the context the only thing that comes to mind is spot checks - 'media' being average and therefore denonting some sort of one off check every few hours/employees?
