This is from an SOP for a bottle packaging line. I've ruled out this meaning simply "box" (i.e. "scatola") as it seems to be a part of the production line.
"Tale linea è costituita da :
un box primario (classe E2), in cui avvengono tutte quelle operazioni che portano alla chiusura del semilavorato nel contenitore primario (bottiglie in vetro)
una zona esterna (classe E2), dove si ultima il confezionamento del prodotto (inserimento delle confezioni complete nelle scatole imballo)."

I reckon you could go with primary packaging area because the primary packaging/container is a bottle and in this area the bottles are filled and capped.
The term is used in the pharmaceutical sector but also for foodstuffs/beverages.
