The “ratei” here are just instalments or amounts Sarah. There is non interest concerned. The word accrued is used for “accrued expenses” which is amounts at the end of the year which you haven’t paid yet because the bill is due every two months say, but it isn’t the case here.

I don't think that this refers to interest only, but probably capital payments plus interest

This is not the normal meaning of ratei in relation to "competenza" where it is normally related to accruals and prepayments. In this case it refers to the scheduled payments under the contract
