I do not know this term. Am I correct in assuming it is to do with the funds being "compliantly" or "efficiently" used in some way?

Banking and bureaucratic Italian doesn't take the subject much into consideration does it ? but I think the closest you can get to achieving 'complete' satisfaction if you are just a piece of a fund is in 'fully satisfactory use of'...
