I believe that this is the tech writer's imaginative way of saying that these parts must be easily disconnected from their power source: 'tensione' being voltage 'dis' a suffix used for removal. I could find this usage nowhere and it is not part of any definition. However, cilantro's answer is more technically correct from 'distendere' or spreading out.
